Early last century in China, it was the Xinhai Revolution (Year 1911) and the May 4th Movement which took place in May 1919 that awakened groups of young and energetic Chinese with lofty ideals. They were the first group of young and educated Chinese intellectuals who strived to advocate a new culture. With the influence of the October Revolution of Russia and the industrialization movement in the West, they held strong ideals of “Education for the Future Prospect of China” and “Industrial and National Rejuvenation,” engaging themselves in the New Democratic Movement. In 1917, Mr. Huang Yanpei established the China National Vocational Education Society in Shanghai with the ideal principle of “Making the Unemployed Be Employed and the Employed Work in Peace and Contentment.” Thus, in short time, his ideas and thoughts were widely spread and accepted in China.

In 1928, Madame Wu Yunfang, a recent graduate from Beijing Women’s Normal School, started a campaign by organizing the celebrities in Shaanxi’s education sector, and established the First Civil Women’s Vocational School in Xian. In 1935, it was officially incorporated into the national education system and the school was renamed as the Shaanxi Private Peihua Women’s Primary Weaving and Dyeing Vocational School. It was the first and only women’s vocational school in Shaanxi Province at that time. In 1945, with governmental approval, the school was renamed Xian Peihua Vocational School as its curriculum expanded and enrollment increased.
